Haryana Assembly Passes Bill to Take Over Aparna Institution Amid Opposition Protest. On the final day of the Haryana Assembly’s budget session, the House passed the Aparna Institution (Taking Over of Management and Control) Bill, 2025, which allows the government to assume management and control of Aparna Institution in Village Silokhra, Gurugram, for a limited period in the public interest.
The bill, aimed at ensuring proper administration of the institution, was among six legislations passed on Friday. However, it faced strong opposition from Congress members, who termed it “illegal” and beyond the jurisdiction of the state government.
Congress MLA B B Batra objected to the bill in the Assembly, stating, “This bill cannot be presented here. Bringing it to this House is unconstitutional and a fraud on the Constitution. The Haryana government has no jurisdiction over it.”
Aparna Ashram was founded by renowned yoga guru Swami Dhirendra Brahmachari, who died in a plane crash in 1994. The institution was registered as a Society under the Societies Registration Act, 1860, with its registered office in New Delhi. According to the bill, internal disputes have plagued the Society for decades, with different factions allegedly attempting to sell the institution’s land and property for personal gain, in violation of its original objectives.
The government justifies the takeover, stating that it is necessary “to manage, administer, and regulate the institution’s activities in the public interest, ensuring its aims and objectives are met as per the vision of the yoga guru.”
Congress, however, maintains that the Haryana government has no authority over the institution, as it was registered in Delhi. “If there is any dispute among Society members, the Delhi government, not Haryana, has the jurisdiction to appoint an administrator,” Batra argued.
Haryana Chief Minister Nayab Singh defended the bill, asserting that it complies with all central government regulations. “The takeover is being done in adherence to legal procedures,” he clarified.
