Administration is Serious about ending child beggary in “PAPERS”

Yesterday, only an eight month old child (Beggar) brought in sector 16 Government Hospital, to see why was he not responding. His mother was clueless yet man accompanying her, did not want any hassle of police. As soon as Emergency Doctor checked child and said “Garmi ki vajah se iski maut ho Gaye hai” as deceased mother told doctor that he was vomiting and had loose motion for the past five days.
Mother of deceased toddler was crying to wake him up once. Beating her companion, probably her husband for not letting her child to have medical attention in time.
As soon as, doctor said it that the child is no more and asked them to get the card registrations done for further police investigations; the couple flew from spot to give last rites to the toddler. When asked Medical Superintendent Dr Nagpal on this; he said that people do not want to hassle in investigation of police. As per Dr Nagpal, his staff didn’t have any such information as no entry been done at that point of time. Though they have all essential set up to beat the heat stroke.
But, question here is not that what a hospital has or what they do not have.
Question is WHY UT ADM IS YET TO TAKE STRICT ACTION ON CHILD BEGGARY?
WHY IS SUCH A DELAY?
WHAT THESE CHILD PROTECTION SOCIETIES ARE DOING OTHER THAN HOSTING BIG EVENTS IN CITY?
Probably, sitting in Air Condition offices, Bureaucrats do not have time and zeal to look at this side of city. There is no mercy left in there heart for these kids.
In January 2019, UT Administration have filed an answer to PIL that Administration is serious on ending child beggary in city. The answer was filed by Neena Chopra, deputy director, department of social welfare women and child develpoment. According to her, Chandigarh is following Haryana Prevention Beggary Act, 1971, to prevent child begging. As per statement submitted in Punjab and Haryana High Court that UT Child Protection society was registered in 2011 under the integrated protection scheme and became functional in 2013, with a aim to provide a protective environment for children. The PIL was filed by Advocate Pardhuman Garg.
Chandigarh has beautiful landscapes to feel proud of. Yet there is one thing that could make you shame of its Administration; Child beggary. Despite all the laws, they simply ain’t ready to work seriously on this.
Well, that probably not a new issue for you all to read too. If it could be a serious issue for us all, then we might have understood the pain of that mother whose heart broke in million pieces with the death of her toddler. Just because she is a beggar, no one will raise voice for her.
